Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants. Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals (IOM, 2016).
In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, IOM is implementing several projects that aim to protect the security, dignity and rights of returning migrants from along this important and dangerous migration route and to help improve the reintegration of returnees through an innovative approach.
Additionally, IOM is implementing projects aimed at positively affecting the knowledge levels, attitudes and behaviors of youth and potential migrants in Nigeria.
At the community level, these initiatives encourage the public and private sectors to develop new ways to prevent exploitation by building capacity to apply Communication for Development (C4D) practices to outreach activities.
One of such initiatives is the IOM’s Trusted Sources project which aims at contributing to improved access to trusted information sources and promoting informed decision-making, through enhanced institutional capacities and community-based actions.
Working under the overall supervision of the Migrant Protection Assistant Programme Manager, and the direct supervision of Awareness Raising Officer the successful candidate will support the application of a robust Communication for Development (C4D) and Social Behavioural Change Communication (BCC) approach across awareness raising activities, including the development of tools for C4D campaigns. In particular, the incumbent will perform the following duties:
Core Functions / Responsibilities
Assist in the timely implementation of awareness raising initiatives to combat irregular migration, social cohesion and promote safe and regular migration in selected communities and ensure that information reaches the targeted audience;
In coordination with the Awareness Raising Officer, Support the development and implementation of the peer education advocacy strategy for the Trusted Sources Project
Support development of training materials and activities to build capacity for participatory and behaviour change communication aimed at addressing issues on human trafficking and irregular migration.
Work closely with the Monitoring and Evaluation team to design and implement appropriate monitoring and evaluation activities, such as surveys, interviews, focus group discussions, Knowledge, Attitude and Practice (KAP) surveys, consultations.
Assist in maintaining close liaison with community groups, local government authorities, CSOs, and other stakeholders to ensure due coordination of activities;
Assist in coordinating the production and dissemination of Information Education and Communication materials developed in the project
Assist in planning and implementation of C4D activities and tools to discourage irregular migration and promote safe alternatives to irregular migration in target audiences
Assist senior project staff to devise communication channels through which information on awareness raising can be channelled.
Undertake duty travel when necessary;
Perform any other duties as may be assigned.
University Degree from an accredited institution in Media and Communications, Communication for Development, Journalism, Social Work, Law or related field with four years professional experience;
An equivalent combination of related educational and professional experience
Experience in implementing projects using communication for development approach with an emphasis on migration related context
Experience of working on humanitarian or development issues related to migration and/or human trafficking, preferably within the United Nations Common System and the International Humanitarian Field
Experience in effectively designing and implementing social media and online campaigns for developmental issues
Experience with designing and implementing Monitoring and Evaluation for project activities
Previous experience designing social campaigns in international and/or crisis contexts;
Previous experience in training and capacity building interventions preferred
Excellent writing and strong analytical skills.
Experience in content editing using Adobe Premiere, Adobe Illustrator, Final cut pro among other editing software
Experience in graphic design, web and social media platforms
Strong organizational and editorial skills;
Ability to timely understand the Organization’s structure and portfolios;
Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;
Proven ability to produce quality work accurately and concisely according to set deadlines;
Practical experience of how to multi-task, prioritize and work independently.
Fluency in English and French required, working knowledge of Portuguese an advantage.
